Lingnan Lecture|Liu Mingkang: Legislative Innovation should be emphasized in the construction of Da Wan District

On the evening of September 11th, Professor Liu Mingkang, honorary dean of Lingnan College (Sun Yat-sen University) and former chairman of China Banking Regulatory Commission, delivered a lecture on the subject of legislative innovation in the construction of Da Wan District to teachers and students at Lingnan. The lecturewas hosted by Professor Lu Jun, dean of Lingnan College.

On behalf of Lingnan College, Professor Lu gave a warm welcome to Professor Liu and introduced his working experience and contributions towards Lingnan College in detail.

Professor Liu began his lecture by recounting cases from his early career to demonstrate the significance of the role played by legislation in economic activities, including construction. Noting that the laws of Da Wan District are complicated and differ greatly from those of other bay area districts around the world, Professor Liu stated that new plans could not follow any beaten paths. While it was important to learn from the experiences of China’s economic reforms, innovation would also be needed. With regard to the legal system of Da Wan District, Professor Liu emphasized three principles: First, when enacting social management law, the principle of “One Country, Two systems” should be observed. Cooperation should be strengthened even as legislation remains distinct. Second, laws on commerce, economy and finance should be innovatively applied in such a way that better respects commercial entities, including greater protection for business practices and strengthening processes of internal arbitration. Third, good systems of justice and law enforcement must be put into place and social risks must be precisely predicted in order to create an environment in which a society ruled by law can be built.

Besides describing his research outcomes and expressing his expectations regarding the construction of Da Wan District, Professor Liu illustrated the importance of legislation using several vivid cases from his rich working experience. The atmosphere was warm. The lecture ended with a Q&A session in which Professor Liu answered questions from audience members about topics such as household consumption and Sin-US trade disputes.
