Luo Xubei

Luo Xubei is a senior economist at the World Bank. Since she joined the Young Professionals Program of the World Bank in 2005, Luo has served in operations, research and evaluation departments, and worked in East Asia, Europe and Central Asia. Before that, she managed the World Bank's partnership and joint research with China's Alibaba Group on e-commerce.
She is the lead author of several reports and related program evaluations of World Bank on poverty, investment climate and public expenditure. She completed the chapter on enterprise risk management in the World Development Report 2014: Risks and Opportunity Managing. She co-authored the book Multilateral Banks and the Development Process: Vital Links in the Results Chain, which was published by Transaction Publishers in 2012 and republished by Routledge in 2021. She also published more than 50 papers, and ranks among the top 10% of authors with the most downloaded articles on SSRN. Her research interests include macroeconomic policy, poverty and inequality, private sector development, supply chains, labor markets, digital economy, results chain, and monitoring and evaluation.
