Abstract:

The lecture reviews the evolution of the formulation and implementation of China's fifteen Five-Year Plans. Drawing on the newly approved Outline of the 15th Five-Year Plan, it explains how "China's Planning System" helps explain China's two great miracles, serves as an important source of institutional experience and political strength in the Chinese system, and turns institutional advantages into governance effectiveness. It also offers theoretical and policy analysis for advancing Chinese modernization with high-quality development at its core.

Lin Muxi is Senior Professor at Liaoning University and Dean of the Institute of National Economy. He is a specially appointed professor and leading scholar under national talent programs; an inaugural National Teaching Master; a National Model Teacher; head of one of the first Huang Danian-style faculty teams nationwide; recipient of the inaugural National Outstanding Textbook Award and the inaugural National Teaching Achievement Award in Higher Education (Graduate Education); a National Advanced Worker; member of the 6th and 7th Applied Economics panels of the Academic Degrees Committee of the State Council; disciplinary expert for the National Textbook Commission's higher-education philosophy and social sciences committee under the Marxist Theory Project; expert reviewer for discipline planning under the National Social Science Fund; recipient of the State Council Special Government Allowance; chief expert on a major Ministry of Education project in philosophy and social sciences; and recipient of the National Teaching Achievement Award and the Award for Outstanding Scientific Research Achievements in Higher Education (Humanities and Social Sciences).
